When task force members approached the apartment building, a round was fired from inside the building toward officers, the U.S. Marshals Office said.
As a result, Dayton police issued a shelter in place advisory, and SWAT and hostage negotiation team members responded to the area.
The advisory started shortly before 11 a.m. and ended around 3:30 p.m.
SWAT eventually arrested Armstrong, who is being held in the Montgomery County Jail.
He will remain in custody in Dayton until he is extradited to Northeast Ohio.
If you are in the vicinity of 3627 Delphos Avenue please shelter in place unless advised otherwise by officers on scene. This is due to the police response, that includes SWAT/HNT, to an armed suspect at this location. pic.twitter.com/j3ayHkOPWB

“This violent fugitive fled from northern Ohio to Dayton and then took drastic actions that put our task force members’ lives at risk,” said U.S. Marshal Michael Black. “Our task force members are experienced and well-trained to operate in chaotic and dangerous situations like (Monday).”
Black said an officer had a minor laceration on their leg, but no one was seriously injured.
Armstrong is wanted in the death of 46-year-old Juvar King. King was reported missing on Feb. 4 after he didn’t pick up his daughters, according to the U.S. Marshals Office.
The East Cleveland Police Department reportedly found King shot in the head on March 17.
Armstrong also had a warrant for the rape of a juvenile in Summit County, according to the U.S. Marshals Office.
